Chief General Manager - TQM & OUTREACH 

A) Desired Profile:

  • Experience in managing Operations of Mega Telecom/IT /ISP Projects including commercial, technical, business development, client management roles

  • Should have expertise in:

  •  Enterprise and retail Telecom /ISP business with a deep understanding of the latest technologies, functional processes and the solutions in the market.

  • Defining Business goals, leading the sales team, competitive analysis and benchmarking.

  • Should have indepth understanding of Active and passive components of Telecom networks like Router & Switches, GPON, DWDM, SDH, GEPON, Active Passive Devices, NMS etc.

  • Should have leadership and managerial skills, good knowledge of industry-specific terminology, rules and regulations

  •  Indepth Knowledge of Various Telecom/Mobile Services/Satellite /Wired Wireless.

  •  Exposure to all-round ICT development in all diverse directions, inter-alia Digital connectivity infrastructure, Network operation centre, Digital Infrastructure (Data Centre and Networks), Digital services (Software deployments), Professional consulting and use case of emerging technologies.

  •  Experience in managing large-scale ICT projects, including LAN/WAN, Data Center NOC operations, network and security management, security policy definition, and system/process implementation.

  •  Should have Expertise in compute, storage, cloud, Network and Data Centre security components

  •  Should be well versed with Cloud technologies, High availability and high performances and security related aspects in the Data Centre, deployment of far DR and near DR

  • Understanding of IP-MPLS, L2/L3VPN, Service Provisioning, Leased Circuits, Broadband etc.

  •  Hands on experience in preparing Network Architecture/Planning, Capacity need assessment and translating capacity into technical specifications of Network/Data Centre components

  • In-depth knowledge of information security management frameworks such as ITIL/ISO 27001.

  •  Basic understanding of Telecom services and active & passive components of Telecom networks.

  •  Strong coordination skills to collaborate with multiple stakeholders for issue resolution and project execution.


B) Educational Qualification:

Qualifications:

  • B.E./B.Tech (in Electronics & Communications / Electronics & Telecommunication / Electronics Instrumentation / Computer / Information Technology) with first class from reputed institute / university; and

  •  Masters: First class in M.E / First class  (in Electronics & Communications / Electronics & Telecommunication / Electronics Instrumentation / Computer / Information Technology) M. Tech / First class  (in Electronics & Communications / Electronics & Telecommunication / Electronics Instrumentation / Computer / Information Technology) MBA(Operation/IT/Telecommunication/BusinessAnalytics/Marketing)/First class in PGDM/PGDBA (2years) (Operation/IT/Telecommunication/Business Analytics/Marketing) from reputed institute / university; and

  • Professional IT Security Management Certification: CISSP / SSCP / CCSP / CISM / CISA / CCISO / CRISC / CGEIT and CCNA/ CCNP/ JNCIA/ JNCIS-SP/ JNCIS-ENT/ CompTIA Network

  • Or on Deputation from Central PSU / State Government across the country.


Experience:

  • Minimum 20 years of Post Qualification experience [after Masters] in managing Mega/ State wide or Country Wide Telecom/ICT Projects OR Indian Telecom Services (ITS) officers or an Employee from any State Government across the country worked with IT/Telecom Sector with Minimum 20 years of experience (on deputation).


C) Key Roles and Responsibilities:

  •  Define business goals with Order, Sales, Costs and GP/lead targets. Define the business strategy in terms of solutions offering, alliances, target customers, marketing activities and resources.

  •  Responsible for the achievement of the targets defined in the Business Plan by working actively with all stakeholders.

  • Define, evolve and expand the solutions offering by working closely with Project team.

  •  Lead the sales team to achieve sales objectives through new customer acquisition, account mining and development.

  • Empower sales team with solutions capabilities, strategic directions and market intelligence.

  •  Market trend, competition analysis and benchmarking.

  • Manage P&L for the Business Unit, enhancing profitability objectives through effective management of Business & Ecosystem.

  •  Develops strategic plan by studying technological and financial opportunities; presenting assumptions; recommending objectives.

  •  Establishing business plans, budgets, and results measurements; allocating resources; reviewing progress;

  •  Contributes to team effort by accomplishing related results as needed.

  •  Assist/support organisation in various policy level decisions related to the Commercial Operations.

  •  Analyse KPI reports of team members to identify areas of improvement or pre-empt areas of deterioration. Recommend any changes that may be needed

  •  Team Handling, Proper Coordination with Stake Holders / Management for smooth functioning of Commercial Operations.

  •  Strategically bifurcate work streams between those that should be outsourced vs insourced, while factoring in changes that are likely to be experienced

  • Handling operations and maintenance of large and complex Network comprising of mix of technologies (ICT & Telecom) and products in network operations centre like GPON, DWDM, Router, Switches, Server, storage, NMS/EMS, etc.

  •  Should have a good knowledge of all the NOC design and NOC modules O&M processes used in IT & Telecom Industry.

  •  Ensure implementations of ITIL practices including Fault Management, Configurations Management, Accounting, Performance Management, Security Management, Change Management, Incident Management, Problem Management, Capacity Management, Asset Management, etc.

  •  Comprehensive experience in managing the overall network operations with key focus on streamlining the SLA's & SOP's, Ensuring business continuity

  •  Develop and oversee long-term and short-term plans for network rollout, capacity upgrades, and technology transitions (e.g., 5G to 6G, fiberization, IP/MPLS upgrades/SD.WAN).

  •  Align network strategy with business growth targets and subscriber forecasts.

  •  Implement systems and dashboards to monitor network KPIs (availability, throughput, latency, congestion).

  •  Ensure SLAs are met for uptime, MTTR, and service quality.

  •  Coordinate with the NOC (Network Operations Center) to track and escalate outages or anomalies.

  •  Track major network expansion and optimization projects — towers, fiber, backhaul, RAN, Core, and IP infrastructure.

  •  Drive adherence to timelines, budgets, and regulatory requirements.

  •  Interface with civil teams, OEMs, and contractors for seamless delivery.

  •  Generate actionable insights from operational data and customer experience KPIs (e.g., Utilization, SLA, data session success).

  •  Present performance trends, risk assessments, and forecasts to senior leadership.

  •  Collaborate with Network Planning, RF Engineering, IT, Procurement, and Regulatory teams.

  •  Manage vendor SLAs and performance.

  •  Leading, mentoring, training & monitoring the performance of team members to ensure efficiency in process and operations

  •  Providing advanced level support for a large variety of networks, systems, and infrastructures

  •  Support for Implementations of Guidelines for Deployment, Fine Tuning & Optimization.

  •  Should have a good knowledge of all the O & M Processes used in IT & Telecom Industry.

  •  Identifying opportunities to improve NOC process and procedure to enhance efficiency.

  •  Oversee and support for security audits, Vulnerability and risk assessments, penetration testing.

  •  Manage and remediate security threats and other network related issues.

  •  Managing Partner, Adhering Process & Maintaining Benchmarks.

  •  Significant proven experience in ISP network - Data Center Management.

  •  Overall responsible for designing and implementing ISP infrastructure and IT turnkey solution projects.

  •  Manage Core and service ISP network and data centre i.e Broadband, FTTH, HotSpot, IT service delivery, network, security, OSS/BSS, CRM, AAA, Cloud, wireless, routing, switching, OTT, FTTH, wireless, satellite communication, connectivity i.e OFC, Wireless..etc.

  •  Understanding the requirement, research, and analysis of competing technology available in the market, preparation of BOQ, preparation of estimates, preparation of SOW, specifications, SLA and bit document, selection of service provider/system integrator.

  •  Drafting of contract and execution of contract and overall contract management of various IT projects.

  •  Inspection and final acceptance tests of supplied IT goods and delivered service at SNOC and SDC or any other Central location decided by GFGNL

  •  Helping various public/private offices for implementation of various connectivity including ICT infrastructure and Networking turnkey solution projects.

  •  Regular Third part security and network activity all all ICT components placed for GFGNL Project.

  •  Coordination with SNOC Central NOC and Project vendor fornAMC services of GFGNL projects by considering updated GOG/GOI guidelines.

  •  IT Facility management services for various government offices.

  •  Overall responsible for GFGNL S-NOC comprising of Security Operation Centre (SOC), Network Operation Centre (NOC).

  •  Providing internet connectivity to various public and private offices.

  •  Efficient configuration and managing through central dashboard of connectivity for various private and public offices.

  • Portal integration with various payment gateway and reconciliation

  •  Monitoring O&M operations and third-party audit operations of ISP projects.

  • Managing helpdesk and monitoring complaints and its resolutions.

  •  Internet Service delivery for various VIP events.


D) Soft Skills:

  • Ability to guide and mentor engineering teams, ensuring high-quality work and innovation in telecom network development and maintenance.

  •  Expertise in coaching teams on best practices, problem-solving, and troubleshooting.

  •  Strong focus on accuracy and quality in both network designs and implementation.

  • Clear communication of technical concepts and complex systems to non-technical teams and stakeholders.

E. Age Limit: Not more than 55 years.

F. Remunerations

  • CTC INR Rs. 2,37,000/-  Per Month.

  • Pay protection for Government/PSU on deputation.
