Designation: Head/Director, ( T & I)/Chief General Manager- Technical A) Desired Profile Exposure to all-round ICT development in all diverse directions, inter-alia Digital connectivity infrastructure, Network operation centre, Digital Infrastructure (Data Centre and Networks), Digital services (Software deployments), Professional consulting and use case of emerging technologies. Ability and expertise to supervise and takeover strategic control over technology assets through knowledge and expertise is in saving financial resources, time, energy, team spirit and extending value addition to the public sector. Mindset for improving efficiency, economy and efficacy in government departments by incorporating the use of better communication and digital technologies for welfare of public at large. Capability to strategize and design large size multi-locational executions for digital connectivity infrastructure in rural corners with accelerate and optimized efforts to catch advanced regions in the globe. Experience of inter-departmental, inter-sectoral, inter-government coordination and devise modalities for cohesive development with better team work in optimized manner to avoid duplication of financial and functional resources for effective outcome Exposure to govern the technology led governance suitable to run, manage and work on extension and expansion of large size network including design of predefined service levels and fix responsibilities if any shortfall Experience in engaging professionals, consultants and other specialized agencies found necessary for efficient managing of the large scale technology and telecom projects with definite timeframe and budget Advisory capabilities in transforming and managing large enterprise wide new age systems, articulating ICT blueprint for communication convergence, discrete system integration for technology led supervision and Management dashboards. Lead project implementation post strategy/roadmap formulation through the RFP preparation, Product Vendor/System integration interactions, Bid Process Management, and Project Implementation. Ability to find characteristic of Proprietary words/features while examining technical specifications and preparing technical recommendations/corrections for achieving neutrality and wider competition for financial savings and quality outcome Understanding of preparing use cases for next generation technologies, guidance to prepare EoI, run pilots for validation and acceptability in public domain and scale out through RFPs for transparent contracts Managing and overseeing Technical Projects, ensuring Timely Completion within Budget and adhering to quality standard. Expertise in preparing Network Architecture/Planning, Internet breakout, Intranet, Capacity need assessment and translating capacity into technical specifications in large size RFPs containing multi facet components for building high performance networks and applications like Network/Data Centre components, Routing & Switching devices, surveillance, Firewall, Load balancer, Types of Storage Systems etc. Understanding of MPLS, VPN, Leased Circuits, Broadband, 5G, 6G latest technology trends in the use of Network like Wi-Fi/Wireless, RF/LiFi and Active equipment/components, surveillance, network security and should be well versed with network terminologies/monitoring parameters including supervision of Large Network including traffic flow video, images and data from network bandwidth and cost related aspects. Good knowledge of day to day working culture of telecom sector. Capability to build and maintain effective relationships with internal teams, government agencies, industry stakeholders, and other partners. Adaptability to changing priorities and the ability to work effectively in a dynamic environment and strong organizational skills to manage multiple projects simultaneously. Ability to meet deadlines and deliver high-quality work within specified timeframes
B) Qualifications and Experience: Qualifications B.E./B.Tech (in Electronics & Communications / Electronics & Telecommunication / Electronics Instrumentation / Computer / Information Technology) with first class from reputed institute / university; and Masters: First class in M.E / First class (in Electronics & Communications / Electronics & Telecommunication / Electronics Instrumentation / Computer / Information Technology) M. Tech / First class (in Electronics & Communications / Electronics & Telecommunication / Electronics Instrumentation / Computer / Information Technology) MBA(Operation/IT/Telecommunication/Business Analytics / First class in PGDM/PGDBA (2 years)(Operation/IT/Telecommunication/Business Analytics from reputed institute / university; Or on Deputation from Central PSU / State Government across the country.
Experience Minimum 20 years of Post Qualification experience [after Masters] in managing Mega/ State wide or Country Wide Telecom/ ICT Projects OR Indian Telecom Services (ITS) officers or an Employee from any State Government across the country worked with IT/Telecom Sector with Minimum 20 years of experience (on deputation).
C) Key Roles and Responsibilities. Will Head and oversee the entire technical wing of the organization. Lead the design, development, and implementation of telecommunications systems and infrastructure, ensuring high performance and reliability. Oversee the technical team to ensure that all projects are completed on time, within budget, and meet the organization’s quality standards. Develop and implement engineering best practices, methodologies, and standards for telecommunications projects. Assist/support organisation in various policy level decisions related to the ICT infrastructures and preparation of roadmaps/concept papers. Ensure compliance with safety, environmental, and regulatory standards within telecommunications infrastructure projects. Provide technical leadership and direction in troubleshooting complex network issues. Implementation of network standards and services architecture in solutions designs. Manage the deployment, optimization, and maintenance of telecom equipment and network services. Evaluate new technologies and tools to improve network performance, security, and efficiency. Collaborate with other departments (e.g., Operations, IT, and Product) to align engineering solutions with business requirements. Oversee overall Project Management and undertake periodic progress reviews for ensuring project deliverables. Prepare and present technical reports, documentation, and recommendations to senior management. Work closely with vendors and suppliers to ensure that equipment and software are up to the required specifications. Should have leadership skill in Handling large scale team, Proper Coordination with Stake Holders / Management for smooth functioning of project. Assist subordinates in resolving day to day technical issues at field level. Vendor management: Oversee vendors and managed services providers for execution and ongoing operations. End to end project governance with accurate planning / forecasting with management of project rollout timelines. Support in monitoring/ help establish suitable network/ IT infrastructure monitoring system at the State level. Augment current O&M processes and platform to accommodate increasing size and complexity of network. Manage the deployment, optimization, and maintenance of telecom equipment and network services. Evaluate new technologies and tools to improve network performance, security, and efficiency. Collaborate with other departments (e.g., Operations, IT, and Product) to align engineering solutions with business requirements. Work closely with vendors and suppliers to ensure that equipment and software are up to the required specifications.
D) Soft Skills Ability to guide and mentor engineering teams, ensuring high-quality work and innovation in telecom network development and maintenance. Expertise in coaching teams on best practices, problem-solving, and troubleshooting. Strong focus on accuracy and quality in both network designs and implementation. Ability to oversee complex systems and identify potential issues before they escalate. Clear communication of technical concepts and complex systems to non-technical teams and stakeholders. Ability to present complex data and findings in an understandable manner. Ability to work effectively with cross-functional teams, vendors, and stakeholders to ensure smooth operations and project success. Encourages a team-oriented environment and seeks input from diverse perspectives. Ability to adjust to new technologies, processes, and emerging trends within the telecommunications industry. Open-mindedness and a willingness to embrace new solutions and approaches. Ability to lead and manage engineering projects from inception to completion. Strong organizational skills to handle multiple priorities, timelines, and resources. Skills in resolving disagreements or technical challenges within the team or with external partners, ensuring that solutions are aligned with company goals. Ability to prioritize tasks and manage time effectively to meet project deadlines and operational requirements.
E) Age Limit: Not more than 55 years. F) Remunerations CTC INR Rs. 2,37,000/- Per Month. Pay protection for Government/PSU on deputation.
